Egypt Moves to Tighten Real Estate Rules with New Developer Law

Egypt is preparing to overhaul the regulation of its real estate development market through a draft law establishing the Egyptian Federation of Real Estate Developers and introducing new rules for escrow accounts and buyer protection funds.

The proposed legislation aims to bring greater oversight to a sector that has expanded quickly in recent years but has often operated with limited accountability. Under the draft, developers would be required to place buyer payments in dedicated escrow accounts, ensuring that funds collected for a project are used for that project rather than diverted elsewhere. The measure is intended to reduce the risk of stalled or abandoned developments, a problem that has left many buyers waiting years for units they already paid for.

The law would also create a protection fund designed to compensate buyers in cases where developers fail to meet their obligations. Industry observers say the changes could restore confidence in a market where off-plan sales have become common but consumer safeguards have lagged behind.

Developers would face stricter licensing and registration requirements under the new federation, which would serve as a supervisory body for the profession. Supporters argue the framework will push out unreliable operators and encourage long-term investment. Critics, however, warn that compliance costs could burden smaller firms and slow project launches if the rules are applied too rigidly.

The draft now moves to further review before any final approval. If passed, it would mark one of the most significant regulatory shifts for Egyptian real estate in years, affecting developers, investors, and ordinary buyers alike.
